Digital Development Debates 2018: Germany, a digitally less developed country?
Paying with a mobile phone, free Wi-Fi in public transport or online access to government services - what other countries have been offering for years is far from nationwide implementation in Germany. Why are we lagging behind? What are the reasons for Germany’s slow pace digital development?
Be it in education, in infrastructure or in digital policy structures – even after years of embarrassingly low ranks OECD reports for one of Europe's richest countries, Germany is still by many seen as too hesitant.
In connection with the INFORMATIK 2018 conference in Berlin you are invited to attend a two-day conference about the current state of digitalization in Germany. We have invited speakers from Brazil, Rwanda and China to learn about digital strategies that have received international attention and recognition. And we hope they can offer some inspiration for Germany’s digital development pathway.
On Thursday afternoon, September 27, 2018 we will open the conference at 4 p.m. (16:00 Uhr) with a keynote by Luana Lund from Brazil, followed by a panel discussion on Internet Governance.
The following day, September 28, 2018, will consist of two more keynotes, followed by a workshop session that aims map out some of the lessons learned by our international guests and define potential action items for Germany.

About the Speakers
Luana Lund is Deputy Director for Digital Transformation Policies and General-Coordinator for Cyber Issues at the Ministry of Science, Technology, Innovation and Communications (MCTIC). She has experience on the design of important Brazilian normative frameworks for the digital environment, such as the Civil Rights Framework for the Internet (Marco Civil da Internet), the Strategy for Digital Transformation (E-Digital) and the Personal Data Protection Law.
Sreekanth Mukku is studying public policy at the Willy Brandt School, specialising in European Public Policy and Digitalisation. His previous experience includes 14 years of advising some of the leading multinational corporations like IBM, Oracle and Deloitte Consulting on their emerging markets growth and expansion strategies. In his 6-year stint with IBM, his work primarily focused on the evolution of digital paradigm, and start-up led digital ecosystem in India. Sreekanth has an MBA and a Bachelor of Commerce degree from India.
Dev Lewis manages the Digital Asia Hub’s digital activities, including social media, the website and production of the newsletter. His research interests include internet governance and the digital economy in the Chinese and Indian context. Dev has an International Relations degree from Roger Williams University and speaks fluent Mandarin, having spent 2 years studying in Shanghai and Zhengzhou. He frequently writes for several regional publications and think tanks, and spent two years at Gateway House, a foreign policy think tank in Mumbai, where he performed a similar role.
Didier Nkurikiyimfura is the Director of Technology and Innovation at the Smart Africa Secretariat. In his current position, Didier is in charge of developing a sustainable Technology and Innovation ecosystem in Smart Africa Member States collaboration with Governments, private sector, academia and a wide range of stakeholders and partners. He currently oversees the implementation of strategic initiatives such as the free roaming initiative (also know as the One Africa Network project), increasing affordability and accessibility of Internet in Africa and the Smart Africa scholarship fund.

China’s AI Silver Bullet Solution Approach
China is in the midst of a whole-of-society undertaking to make an AI-powered economic leapfrog. Tech companies, together with the Government, are developing and deploying new technologies across industries, constructing new policies and laws, and building ecosystems to attract the best talent. China’s approach to governance, privacy, and ethics, differ significantly from Western democracies and how the technology develops in China needs to be better understood.
